This is for a motion graphics video. Add a "Bloom" (also called a glow effect) to the bright parts of [scene]: let their light spill past their edges as a soft halo, so they look like they are emitting light.
The halo belongs to the bright object and travels with it, fading out smoothly with no hard edge — unlike a light leak, which washes in from the frame edge, or a lens flare, which adds rings and streaks.
